Until today, the issues is still a mystery and no one wouldn't dare to seek for a clear answer.

They should evaluate the criteria based on the performance and fade out the quota condition. But, everyone know that this will not going to happen, thus, we'll just wait for next year and also the following years raising again the issue of Chinese not getting any scholarship.
