At the beginning of the week, the Court of Final Appeal dismissed an appeal by two Filipino domestic helpers who were seeking permanent residence in Hong Kong. It also, significantly, refused to bow to government wishes to refer the right of abode issue to the Standing Committee of the National People's Congress.
