This week, Chief Executive Donald Tsang faced lawmakers for his final Legco Question and Answer session, and - given recent controversies over his spending on official visits - it was destined to be a stormy one. This is clearly one chore he’ll be glad to relinquish.公仔箱論壇. n0 E- {. c, b. S3 |; _

Making waves in economic circles this week was Joseph Yam, who headed the Hong Kong Monetary Authority for 16 years until 2009. Mr Yam caused something of a flurry by suggesting that Hong Kong might look into changing the US dollar peg, which fixes the Hong Kong dollar against its US counterpart at a rate of HK$7.80.One alternative is for the Hong Kong dollar to be pegged to a basket of currencies. 0 r1 A: O( n8 M2 d4 Q9 c8 U1 K2 l5.39.217.76Following the increasing numbers of women from the mainland giving birth in Hong Kong in recent years, more of their children are crossing the border to study here. That’s led to a shortage of school places in what’s defined as the North District. Local parents are angry that their children are losing out. According to this year’s Primary One allocation results, 145 local applicants from the North District have been allocated to the schools in other districts, a 73% increase over last year.

Before any major construction project can begin, its creators have to produce an Environmental Impact Assessment report. The authorities then lay out mitigation measures to reduce the effect of the development on the local ecology. However, green campaigners are saying that when several projects are under way in the same area, individual assessments can woefully underestimate the problems.
