This is very dangerous.  If this video was viewed by any organization which care about the babies, will definitely try to find out the mother and father for this kid.  It is a solid floor and the baby has only be a 1 yr old and what if he fell from the high-chair ?   There were so many incidents that the kids are severely injured from the high-chair !   By the way, I think he looks like Mexican instead of Black Baby.
