AFAIK, citizen still a lot faster than PR, look at the VISA bulletin

For some reason, in Feb 2011, USCIS change the immigrant number from 2002 back to 2000 for F4.  If you use VISA F2A to petition your fiancee (PR), it will take 4 years if she is from China.  I am not sure how long does it take for citizen, but citizen wants to petition your fiancee does not have a quota, it used to take about 9mo, I'm not sure how long to do it now.
