Your spec shouldn't be a problem to support HD TV Card. By the way, your graphic card did not have Hardware Encoder.  You need to buy another add on card which provide Hardware PVR encoder in order to record the TV shows.  Now in market you can try Hauppauge WinTV 150 MCE.
