OK... I tried the password on other files posted by same poster by doing the following steps:

3. uncompress file using WinRar 3.62, which will prompt for password
# I+ U7 t# W9 stvb now,tvbnow,bttvb4. then copy the password from notepad to the password prompt, click ok to proceed- {  I5 ^. e- Z# }
5. it works!

Sorry for doubting the original poster on my other post. I guess copying from webpage causes some odd translation to the characters, and which can be corrected by using the workaround above. Hope this method helps everyone who is having problem here.
