I guess its up to you on whichever school of thoughts you want to believe and follow. Most of the 命理學 are computed based on 生年,月,日& time. Some made adjustment for the differences in actual timing of 立春. But, I couldn't tell which method is more accurate even I had made several attempts to compute both ways. May be its because the Chinese calendar is made up of both lunar 陰曆& solar based 陽曆calendars. And the lunar calendar only has 50 weeks to a year, and that causes more complication.
