As you notice, Most of this Good and Talented Player's (like KAKA, ROBINHO) have all transfered to Spain and Italy simply because their country don't have such a "Foreign Player's Rules & Regulations".

The reason why England establish the above Rules may due to their "Protection and Interest to England / Local Players", Therefore, as now you can see, England are the BIG-LOSER in this case.
