A very interesting idea but even the government wants to sell the land, I really don't think the people would sell it.  If per say the American federal is so desperate to sell the state of Alaska, the most possible scenario is that the American people will collectively raise a fund enough to buy the land without even putting it onto sale to the foreigner let along to China.
