Actually it's no easy way to hand out the money. As what you said equally allocation is one thing, but there's many others need to be considered. A good example here in HK : The difficulties of giving away the billions arose after our Mr. Tsang announced a HK$ 6000 handout for every HK permanent resident aged 18 & above, including those living abroad.
