It is a joke in Malaya [ when I using this name many of you know which country I referring to ] about water meter, how many those meters were stolen and how many using water without meters. They was a TV drama in Malaya and even steal neighbour water. There should be set up in such a way that those meters are in a steal box and locked, only meter-man has the key. Then the problem, kampongs still have running water without meters. Only city people paying the water.
