All of the military merchandizes have to get export license from State Department according to ITAR.  The Patriot missiles were designed and manufactured by Raytheon originally and the PAC-3 was manufactured by Lockeed Martin.  Both companies are huge companies in US to support the military and I can not imagine where they have got the 69 pcs.  One of these missiles cost anything from 1 million to 5 million USdollars per piece !
