White rainbows is the result of fog droplets.  They are so tiny that they can not act as prisms for typical rainbows.  Light just bounces back to be white light.  Therefore it is always foggy in the white rainbow.  Next time when you are above the clouds, look out the window because it is a good place to see them too.
