you can use windows update menu in your win7 on your notebook . And then on windows update web you can find 36 language packs for your downloading .  you just need download the chinese and english language packs . After downloading you do install this 2 updates . And then you click "start", "control panel", "regional language options" , and do changes for your needed languages . for your reference.
