The late Chalmers A. Johnson, a professor from the U of California, has written extensively on this subject: Blowback,Second Edition: The Costs and Consequences of American Empire; The Sorrows of Empire: Militarism, Secrecy, and the End of the Republic; Nemesis: The Last Days of the American Republic. In these books, he describes America as an empire of bases, attempting to build it in the Roman model. The number of bases keeps on increasing despite the end of the Cold War. Like the bases in Okinawa, they were built on the best land in the island. There are constant conflicts between US servicemen and the local residents. The crimes committed by the US soldiers fall outside the jurisdiction of Japan and they would be put on trial in US military courts which frequently pass out very lenient sentences.
