Apart from strong and reassuring rhetoric, this is the only sure-footed move from Obama's government since the spill. I am reluctant to call it an achievement but it would temporary allay the anxiety of the population  who lost their livelihood since then. Beside setting up $20bn fund, he also successfully gets BP  to establish a $100m fund to compensate unemployed rig workers because of the six-month moratorium on deep water drilling. We must know that fishing and oil industries are the two main prop of employment in the region. Too strict a measure imposed may exacerbate the problem.
