If set (1,5)=2 then
(1)
(1,7)=4 => (3,9)=2
(2)
(9,5)=4 => (9,4)=2 =>(5,4)=9 => (5,9)=2
(3,9)=(5,9)=2, so (1,5) =/= 2
So set (1,5)=4 then you can get the answeras below:

is this the only way to sort it out
i mean "to make an assumption on one of the empty spot to move on" is the only way?
