在中國大陸，名字叫“胡佳”的人或許有成千上萬。但到目前為止，具有毫無爭議的國際知名度的胡佳可以説只有兩位。一位是跳水運動員胡佳，一位是人權和環保活動家胡佳。. {; { _2 i4 Q: e9 m" B

【北京＝関泰晴】中国外務省の洪磊・副報道局長は２８日の定例記者会見で、国家政権転覆扇動罪で懲役３年６月の刑期を終えて２６日に出所後、北京で家族と一緒に自宅軟禁下に置かれている人権活動家、胡佳氏（３７）について、「胡佳氏は現在、政治権利剥奪の状態にある。公安機関の決定に基づき、権利剥奪の期間中は取材を受けることができず、関係部門による監督、管理、観察を受けなければならない」と述べた。

中国の著名な人権活動家で、国家政権転覆扇動罪で服役していた胡佳（こか）氏（３７）が２６日未明、刑期の満了に伴い出所し、北京市内の自宅に戻った。だが、自宅付近では警官らが通行人に目を光らせており、外部との接触が制限される可能性もある。中国共産党創建９０周年の記念日（７月１日）を控え、中国当局は今月２２日に保釈した芸術家、艾未未（がいみみ）（アイ・ウェイウェイ）氏を事実上の軟禁状態に置き続けており、監視の手を緩めていない。

Hu Jia a enfin retrouvé sa liberté dimanche, à Pékin. En avril 2008, ce dissident chinois de 37 ans avait été condamné à trois ans et demi de détention et une année supplémentaire de privation de ses droits politiques. La cour l'avait alors rendu coupable "d'incitation à la subversion contre la souveraineté de l'Etat" pour ses liens avec les médias étrangers et ses articles accusant le régime. Mais à peine sorti de sa cellule, le dissident chinois a annoncé son intention de "continuer sa mission".

Fervent opposant au Parti communiste, Hu Jia est connu pour son action en faveur de l'environnement et pour sa défense des droits des malades atteints du sida et des droits de l'homme en général. Il avait particulièrement irrité le pouvoir en critiquant l'attribution des Jeux Olympiques à Pékin. "Il faut être loyal envers sa conscience", a t-il affirmé à Hong Kong Cable TV le jour même de sa libération, défiant l'interdiction de donner des interviews qui lui est imposée.

En effet, Hu Jia n'a pas retrouvé sa pleine liberté. "Freer, not free", "plus libre qu'avant mais pas totalement libre", selon les termes utilisés par ses partisans. Il ne peut ni communiquer avec les médias ni faire de discours, voter, former une association ou participer à un rassemblement. Le dissident a retrouvé l'assignation à résidence à laquelle il était déjà soumis avant son arrestation. L'accès à sa maison dans l'Ouest de Pékin est interdit et une zone d'un kilomètre autour de son domicile est contrôlée par la police.

Human Rights in China affirme qu'il n'a pas été autorisé à se rendre à l'église le dimanche de sa libération et que certains de ses amis ont également été assignés à résidence. "La stratégie des autorités semble être de couper toute connexion et tout communication entre les défenseurs des droits", estime l'organisation.

Dans un tel contexte, le courage d'Hu Jia préoccupe sa famille. Sa femme Zeng Jinyan a d'abord annoncé sur Twitter que son mari était "sain et heureux" malgré son hépatite B chronique aggravée par la détention. Mais elle s'inquiète du futur. "Pour le moment, je souhaite que tout reste calme. Je suis inquiète du fait que donner des interviews à ce stade lui poserait des problèmes. Soyez compréhensifs", a t-elle demandé à l'agence Reuters. Dans un message posté la semaine dernière sur internet, elle déclarait souhaiter que son mari s'occupe en priorité de sa santé et de sa famille, dont sa petite fille de 3 ans, pour éviter d'être arrêté à nouveau.

Une angoisse partagée par le père et la mère d'Hu Jia. "Vis une vie ordinaire, ne te fâche pas avec le régime, parce qu'il est très cruel et il viole la dignité des citoyens arbitrairement", auraient-il demandé à leur fils. Considérés comme des opposants, ses parents ont eux-même été victimes d'une campagne de répression du Parti communiste, alors dirigé par Mao, en 1957. Avec d'autres intellectuels accusés d'avoir critiqué le gouvernement chinois, ils avaient alors été condamnés aux travaux forcés.

Mais ni le passé familial ni les années de détention ne semblent avoir entamé la détermination d'Hu Jia. "Je ne peux que dire (à ma famille) que je serais prudent", a t-il prévenu.

BEIJING—Hu Jia, one of China's leading human rights activists, was set free Sunday after 3½ years in prison, but many wonder whether the activist will be truly free — or face house imprisonment, a controversial technique increasingly used by China to silence critics.

Campaigner reunited with activist wife Zeng Jinyan but subject to attentions of police and security guards

One of China's leading dissidents has returned home after completing the three-and-a-half year prison sentence imposed for his human rights work and championing of Aids sufferers, his wife has said.

Hu Jia, 37, was jailed for "inciting subversion of state power" in internet articles and interviews with foreign reporters. Well-known for his environmental activism and for promoting the rights of Aids patients and Tibetans among others, he won the Sakharov human rights prize while in prison.

Campaigners said he was "freer, not free" because of the strict conditions placed on him. He spent months confined to his home in Beijing even before his detention in 2008 and is assumed to be back under house arrest.( k: U) J  [% e& R7 \6 D# f  g0 r

Four of Ai's associates – his driver and cousin Zhang Jinsong, accountant Hu Mingfen, designer Liu Zhenggang and friend Wen Tao – have subsequently been released.

Sunday's scheduled release of the prominent activist Hu Jia from a Beijing prison came days after outspoken Chinese artist Ai Weiwei was freed after nearly three months in detention.
A major figure in China's dissident community, Hu advocated a broad range of civil liberties before he was imprisoned in 2008. Activists welcomed the releases but said the international community should not take the developments as signs of softening in the government's attitude toward its critics, noting that Hu was freed only after he had completed his 3 1/2-year sentence for sedition. "We closely follow dozens of rights' defense cases, and I've found that that at the grassroots and lowest levels of society in China, the rights defense environment has not seen any fundamental improvements," said Huang Qi, a veteran dissident who was released earlier this month from prison at the end of his 3-year jail term for illegal possession of state secrets.! "One cannot count how many ordinary people are being locked up or taken away every day," Huang said by phone.3 r) ?, Y4 E& g6 d
Bruce Jacobs, a China expert at Monash University in Australia, said China was not easing its clampdown on dissent. "I don't think there's any evidence that the Chinese regime is softening up," Jacobs said. "I think fundamentally it will want to hold on to its hard line."
U.S.-based Chinese activist Wan Yanhai suggested, however, that there could be an easing of pressure on rights activists in the short term. Wan argued that the government might be realizing that the current crackdown has not prevented recent bouts of unrest, such as riots by migrant workers in southern China's Guangdong province and protests by ethnic Mongolians in the north.
Many have pointed to the restrictions imposed on the dissidents despite their release as evidence the government is not letting up. Hu and his wife are apparently not allowed to receive any visitors.
"Everyone, please do not come to visit us, you will not be allowed in. We will meet you when there is a chance," Hu's wife, Zeng Jinyan, said in a posting on her Twitter page on Monday.
Hu was dropped off at his Beijing home in the early hours of Sunday morning, apparently to evade media attention, and on the day of his return, dozens of police and plainclothes security patrolled the compound where the couple live.' v( o+ S/ e9 [
In a brief phone interview with Hong Kong's Cable TV on Sunday, Hu, too expressed concern about hostility from the authorities though he indicated he would not give up his work.  k, c% T9 K, C8 p5 }
"(My parents) have told me to just be a normal citizen and don't confront the system because this system is very cruel, using the country's absolute power to violate people's dignity without restraint. But I can only tell my parents I will be careful," Hu said.
Another activist, Chen Guangcheng, and his wife have been kept under an unofficial house arrest in their village in eastern China since he was released from jail last fall, and reporters trying to visit them have been kept away by thugs who patrol the village.
Such illegal detentions mean China is moving further away from international norms on human rights, said Human Rights Watch senior Asia researcher Nicholas Bequelin.
"The Chinese government used to tell diplomats that they were handling things according to law whenever a dissident was arrested. They would justify it. And we would not agree with the justification. China's state-run Global Times newspaper, meanwhile, lambasted the Western media's coverage of Hu's release, saying that they were "making a saint" out of Hu, a person the paper said is unknown to most Chinese people.
"Hu and other people win Western applause not because of what they have done for Chinese society and world peace, but simply because they are anti-Chinese government," the paper said in an editorial Monday.
