Can I extract a file which is only 99.9% done downloading

I was downloading a RAR format file by BT.
It stacks at 99.9%, even thought the size of the file already is 725mb/725mb.
I have tried to extract but it said the file is either unknown format or damaged.

Try to disable the internet connection. This works when I use direct downloading. After it completes ,then enable the internet connection again.
