U got 130 Kb/s or U actually meant 130 KB/s.

If it is KB/s then it is decent.   y9 Q8 w( P/ C3 V' ^  H6 z
. D) \2 b+ k* ]; X5 X. `- {
If it is Kb/s then you certainly can tweek Utorent.
