It's really hard to tell you the weather now since there's global warming affecting the normal weather.
It should be warming up like in the 50s - 60s and rainy.

nyc的subway電車是不是每一班都是24小時運行,還是會有時間制的?

It depends on where you are going. The crime rate had dropped a lot but just don't go out late at night. Look around your surrounding and be careful.
It should be safe in midtown manhattan.

The subway is operating 24hrs but you have to wait longer for trains late at night.

Javits center 是不是位于nyc 的dwon town??
javits center is in 655 West 34th Street — New York, NY 10001. It's not downtown. It's in midtown.
