In the 1960s, while working as a civil servant, Hui Lan-sai's husband and his colleagues formed a cooperative society to buy a site in Cheung Sha Wan from the government. on which to build their homes. The so-called CBS Buildings produced by such civil servants’ cooperative building societies are usually five or six-storeys high. Such quarters were developed between the 1950s and 1980s under the civil servant housing scheme. A total of 238 cooperative societies were set up and granted land from the government, usually at around a third of market value. As with the Home Ownership Scheme, if the owners want to sell or lease the flats, a land premium has to be paid. That, and a plot ratio premium, mean they can neither sell nor rent their flats. Developers are not interested. And as they age, the owners find the buildings are no longer suitable for them. ' L1 ^4 N- J: M公仔箱論壇 " _% g2 T1 k' o4 e% O. DThe Lunar New Year celebrations are far from over, and will continue until the Lantern Festival on the 15th day of the first month: Sunday 24th. He volunteers to teach cooking to youngsters who have social problems and are usually withdrawn. Some have been hiding away at home for years.
